*اقبال کی سیاسی زندگی پر ایک نظر*

علامہ اقبالؔ کی ابتدائی ادبی تربیت خالصتاً ادب کے گہوارے میں ہوئی۔ سیالکوٹ میں طالب علمی کے زمانے میں ہی وہ غزل کہنے لگے تھے۔ انہوں نے میٹرک کا امتحان سکاچ مشن ہائی سکول سیالکوٹ سے پاس کیا اور گمان غالب ہے کہ وہ مشاعروں میں شامل ہو کر شاعری کے جوہر کو قبول کرنے لگے تھے۔ ان کی سیالکوٹ کی ابتدائی شاعری اب دستیاب نہیں لیکن دوسری طرف یہ حقیقت ہے کہ وہ لاہور منتقل ہوئے تو انکے چند ہم جماعت انہیں کھینچ کر حکیم امین الدین کے مکان پر منعقد ہونیوالے مشاعرے میں لے گئے حکیم احمد شجاع نے اسکا ذکر اپنی کتاب ’’خوں بہا‘‘ میں کیا ہے اور لکھا ہے کہ علامہ اقبالؔ کے اس شعر پر انہیں مرزا ارشد گورگانی نے بہت داد دی…؎

قطرے جو تھے مرے عرقِ انفعال کے

ڈاکٹر صدیق جاوید نے سیالکوٹ کے مشاعروں میں اقبالؔ کی شرکت اور پھر لاہور میں بازار حکیماں اندرون بھاٹی گیٹ کے مشاعروں اور للی لاج کی ادبی محفلوں (جن کا تذکرہ خواجہ عبدالوحید نے ’’یادِ ایام‘‘ میں کیا) میں باقاعدہ شمولیت سے یہ نتیجہ اخذ کیا ہے کہ ’’غزل اقبالؔ کی شاعری کا سنگِ بنیاد ہے‘‘ لیکن یہ بھی حقیقت ہے کہ انہوں نے شاعری کی دوسری اہم صنف ’’نظم‘‘ کو اپنے سماجی‘ معاشرتی‘ تہذیبی‘ ملی اور فلسفیانہ تصورات کیلئے زیادہ استعمال کیا اور غزل کے داخلی مزاج کو بھی منقلب کر دیا اور ادب میں انہیں ایک ایسا مقام امتیاز مل گیا ہے کہ ان کی وفات کے بعد بیسویں صدی انکے تصورات فلسفہ علم و فضل اور دانش و حکمت سے لبریز شاعری کے نام منسوب کی گئی ہے اور انکے اسلامی افکار اور دینی بصیرت کو سراہا گیا تو انہیں حکیم الامت اور شاعر مشرق تسلیم کیا گیا۔ اس بات کا اظہار بھی ضروری ہے کہ انکی سیاسی آگہی کو غلامی کے اس احساس نے کروٹ دی تھی جو 1857ء میں سقوطِ دہلی کے بعد برصغیر کے مسلمانوں میں پروان چڑھنا شروع ہو گیا تھا۔ اس احساس کو بیدار کرنے میں علی گڑھ تحریک نے خصوصی خدمات انجام دیں تھیں جس کے قافلہ سالار سر سید احمد خان تھے جنہیں ادراک ہو گیا تھا کہ ہندو اور مسلمان دو علیحدہ قومیں ہیں جو اکٹھی نہیں رہ سکتیں۔ اردو ہندی زبان کے مسئلے پر جب ہندوؤں کی تنگ نظری سامنے آئی تو انہوں نے بنارس کے کمشنر شیکسپیئر سے کہہ دیا تھا کہ ’’ہماری زندگی میں نہ سہی لیکن بعد میں یہ دونوں قومیں علیحدہ ہو جائیں گی‘‘۔
اسلامی قومیت کی اس فضا کو مولانا شبلی نعمانی‘ الطاف حسین حالی‘ محسن الملک‘ وقار الملک‘ حسرت موہانی‘ محمد علی جوہر اور مولانا ظفر علی خان نے سیاسی اور ادبی خطوط پر استوار کیا اگرچہ انہوں نے انگلستان کے قیام کے دوران مسلم لیگ کی برطانوی شاخ میں شمولیت اختیار کر لی تھی اور وطن واپس آنے کے بعد پنجاب کی سیاست میں دلچسپی لینی شروع کر دی تھی لیکن اس دور میں ان کی قومی سیاست میں دلچسپی زیادہ نمایاں نہیں ہوئی صرف ایک واقعہ اہم ہے کہ 1909ء میں اردو زبان کے تحفظ کیلئے جو کمیٹی قائم کی گئی اقبال اس کے رکن تھے اور یہ کہنا بھی درست ہے کہ انکی قومی اور ملی شاعری کے فروغ میں انکی سیاست کاری کے نقوش روشن نہ ہو سکے۔ تاہم یہ واقعہ اہم ہے کہ شاعری میں انہوں نے ابتدا میں ہندی ترانہ لکھا تو ان کے اس شعر کو ملک گیر شہرت ملی…؎
سارے جہاں سے اچھا ہندوستان ہمارا

ہندی ہیں ہم وطن ہندوستان ہمارا

لیکن مسلمانان ہند کی علیحدہ قومیت کا شعور بیدار ہو گیا تو اقبال نے بھی اس شعر میں ترمیم کر دی اور فرمایا:

’’مسلم ہیں‘ ہم وطن ہیں‘ سارا جہاں ہمارا‘‘

انکی سیاسی بصیرت و آگہی کا نقش زریں اس وقت ظاہر ہوا جب انہوں نے 1930ء میں خطبۂ الہ آباد ارشاد فرمایا اور ناموسوم طور پر مسلمانوں کیلئے علیحدہ وطن کی بشارت دی اور وہ ہندوستان کے ان چند مسلم اکابرین میں شمار ہوئے جو اسلام کے نصب العین پر پختہ یقین رکھتے تھے اور ہندوستان کی حدود میں مسلمانوں کی زیادہ آبادی کے منطقوں پر مشتمل اسلامی ریاست قائم کرنے کے خاکے پر نہ صرف کام کر رہے تھے بلکہ اسکے نقوش کو سیاسی ہندوستان کے نقشے پر ابھار بھی رہے تھے۔ علامہ اقبالؔ عملی سیاست میں اس وقت وارد ہوئے جب برصغیر میں ہندوؤں اور مسلمانوں کے درمیان مذہبی اختلافات شدت اختیار کر چکے تھے۔ اقبال نے پنجاب کے مسلمانوں کی راہنمائی کیلئے 1926ء کے صوبائی انتخابات میں شرکت کا فیصلہ کیا تو انہوں نے فرمایا:
’’…اب قوم کی مصیبتیں مجبور کر رہی ہیں کہ اپنا حلقہ عمل قدرے وسیع کر دوں شاید میرا وجود اس طرح ملت کے لئے زیادہ مفید ہو سکے جس کی خدمت میں میرے تمام لیل و نہار گزرے ہیں‘‘۔

پنجاب کونسل کی رکنیت کے اس انتخاب میں ان کے مقابلے میں ملک محمد دین کھڑے کئے گئے جو اپنی برادری کے مضبوط امیدوار تھے لیکن اقبال مسلم قومیت کے تصورات اور قومی شاعر کی حیثیت میں زیادہ مقبول تھے۔ اقبال کو 5675ووٹ ملے جبکہ ملک محمد دین کو 2698ووٹ حاصل ہوئے اور وہ قریباً تین ہزار ووٹوں کی کمی سے شکست کھا گئے۔ انہوں نے یہ انتخاب اپنی ذاتی حیثیت میں اس دور میں لڑا اور کامیابی حاصل کی جب سر فضل حسینؔ جو انگریزوں کے وفادار تھے پنجاب میں ’’یونینسٹ پارٹی‘‘ قائم کر چکے تھے۔
اقبال نے اس پارٹی کی رکنیت اختیار نہیں کی لیکن تین سال تک پنجاب کونسل کی کارروائیوں میں اپنی مرضی اور مزاج کیمطابق حصہ لیا جس کے قائد سر فضل حسین تھے۔ اقبال نے اس کونسل کی مختلف کمیٹیوں مثلاً لوکل سیلف گورنمنٹ‘ تعلیم‘ فنانس وغیرہ پر کام کیا اور اپنی قراردادوں سے اہل پنجاب کی ترقی‘ بہبود اور تعمیر کیلئے تجاویز پیش کیں اور انکم ٹیکس اور لگان کے سلسلے میں حکومت کی امتیازی پالیسی کو آشکار کیا۔ پنجاب کونسل میں پہنچ کر ہی انہیں تجربہ ہوا کہ سر فضل حسین کی یونینسٹ پارٹی جیسی باہر سے نظر آتی تھی اندر سے ویسی نہیں تھی۔ انہوں نے پنجاب جاگیرداروں اور بڑے بڑے زمینداروں کو عہدوں اور مرتبوں کے ذریعے انگریز کا وفادار بنانے کی کوشش کی تھی لیکن وہ علامہ اقبالؔ پر اثر انداز نہ ہو سکے۔ حالانکہ انہوں نے ایک مقام پر سر میلکم ہیلی گورنر پنجاب سے سفارش کی تھی کہ اقبالؔ کو پنجاب کورٹ کا جج بنا دیا جائے۔ انہیں بار سے اٹھا کر بنچ میں لایا جائے لیکن اس دوران اقبال نے حکومت پر کڑی تنقید شروع کر دی چنانچہ گورنر ہیلی کی انکے بارے میں رائے بدل گئی یا یوں کہیے کہ انگریز گورنر پر اقبال کا حقیقی مزاج آشکار ہو گیا جنہوں نے 1926ء میں ایک انتخابی مہم کے دوران فرمایا تھا:

’’ممبر کا سب سے بڑا وصف یہ ہونا چاہئے کہ ذاتی اور قومی منفعت کی ٹکر کے وقت اپنے شخصی مفاد کو قوم کے مقاصد پر قربان کر دے۔ انہوں نے یقین دلایا کہ میں کبھی اپنے مفاد کو قوم کے مفاد کے مقابلے میں ترجیح نہیں دونگا اور میں اغراض ملی کے مقابلے میں ذاتی خواہشوں پر مر مٹنے کو موت برتر خیال کرتا ہوں‘‘۔

عملی سیاست میں اقبال کا یہ دور جو 1926ء سے لے کر 1930ء تک کے عرصے پر محیط ہے مسلمانوں کی صحیح سمت میں رہنمائی کی وجہ سے اہم ہے۔ اس دور میں انہوں نے عوامی جلسوں سے خطاب کیا اور جلوسوں کی قیادت کی۔ شردھانند کے قتل‘ راج پال کے مقدمے اور 1927ء کے ہندو مسلم فسادات میں انہوں نے مسلمانوں کے بپھرے ہوئے جذبات کو روبہ اعتدال لانے کی کامیاب کاوش کی اور لاہور کو بڑی تباہی سے بچا لیا جس کے اثرات پورے پنجاب میں پھیل سکتے ہیں۔ ’’باوجودیکہ اقبال ایک عظیم شاعر اور فلسفی تھے۔ ان کی حیثیت ایک عملی سیاستدان سے کچھ کم نہ تھی۔ وہ اسلام کے نصب العین پر پختہ ایمان رکھنے والے ان چند افراد میں سے تھے‘ جنہوں نے ہندوستان کی حدود میں شمال مغربی اور شمال مشرقی منطقوں کو لے کر جو دراصل تاریخی اعتبار سے مسلمانوں ہی کے وطن تھے ایک اسلامی ریاست کا خاکہ بنانے کے امکانات پر غور کیا۔‘‘

اقبال کی علمی‘ فکری اور ادبی خدمات کے علی الرغم انہوں نے سیاست کے میدان میں بھی فکر و عمل کے چراغ روشن کئے اور ہندوستان کے مسلمانوں کو جن سے ایک ہزار سال تک ہندوستان پر حکومت کرنے کے بعد 1857ء میں سلطنت چھن گئی تھی‘ دوبارہ قوت عمل دی۔ خطبہ الہ آباد میں ایک نئے وطن کی نوید دی۔ قائداعظم محمد علی جناح کی سیاسی قیادت میں پاکستان کے حصول کی راہ دکھا دی۔ اقبال نے پنجاب میں سر فضل حسین کی انگریز نواز سیاست کا قلع قمع کیا۔ اس صوبے کے جاگیردار برطانوی استعماریت کے مضبوط ستون تھے۔ اقبال نے ان کے مقابلے میں غریب اور غیور عوام کو جگایا اور اپنے مثبت سیاسی عمل سے کنجشک فرومایہ کو شاہین سے لڑنے کا حوصلہ دیا۔ قائداعظم نے ان کی سیاسی خدمات کو سراہا اور قوم نے انہیں ’’حکیم الامت‘‘ تسلیم کیا۔ دکھ کی بات یہ ہے کہ آج کے حکمران اقبال کے پیغام کو یکسر نظرانداز کر چکے ہیں اور استعمار کے پنجہ استبداد میں پھنس کر ذاتی مفادات کو قومی مقاصد پر فوقیت دے رہے ہیں۔ نتیجہ زوال مسلسل ہے جس کا سامنا پاکستانی قوم کر رہی ہے اور اندھیروں کے گرداب میں گھری ہوئی ہے اور کسی نئے اقبال کے طلوع کی منتظر ہے۔
