Job Purpose and Objectives: Under the direction of the Director of Public Works, the Underground Utilities Manager is an exempt position responsible for directing, coordinating, supervising, and inspecting the activities of personnel in the underground utilities division. The employee in this position determines maintenance and construction needs and consults with the DPW on designs. Job Competencies: Essential Functions include the following. Duties and responsibilities, as required by business necessity may be added, deleted, or changed at any time at the discretion of management, formally or informally, either verbally or in writing. Schedule and shift assignments and work location may be changed at any time, as required by business necessity. Schedules, supervises, and evaluates the Underground Utilities personnel Skilled in running all department equipment Prepares paperwork on cross-changes Receives complaints from the public and takes corrective action Prepares specifications for equipment purchases Orders road materials, prepares purchase orders, and codes division receipts Works with vendors and suppliers Assigns work to the Sign and Marking Department Plans, prepares, and manages the annual budget Attends meetings, workshops, and seminars Oversees the maintenance of equipment Oversees and monitors job sites in the field Implements department policies and procedures Obtains the maintenance of all open drainage ways Monitors safety policies throughout the division Possesses knowledge about the water, sanitary sewer, and storm sewer system Assists other departments and supervisors Supervises the construction of special needs projects Enforces and maintains compliance with all federal, state, and local laws and ordinances Performs other duties as assigned or deemed necessary Complies with all organizational and departmental policies and procedures Operates all job-related equipment, machinery, tools, and other aids as required or needed Protects and maintains any confidential information, whether oral, written, or electronic Position Requirements and Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Position Requirements: High school diploma or other equivalent Five years of water distribution, sanitary sewer, and storm sewer system experience required with at least two years of management experience preferred Certifications / Licenses: Valid Kansas CDL-B license required Skills/Knowledge/Abilities: Knowledge of Underground Utilities systems and functions, equipment, maintenance Ability to interpret and analyze information and evaluate alternatives Ability to develop and organize staff and work Mathematical aptitude Ability to run all department equipment Excellent time management skills and ability to multi-task and prioritize work Ability to fulfill all duties with minimal supervision and to work independently Assess situations rapidly and make logical decisions in a timely manner Analyze facts and exercise sound judgment Ability to effectively manage projects and multiple priorities simultaneously Strong written and verbal communication skills Problem solving and critical thinking skills Strong math, spelling, computer, and calculator abilities Ability to communicate in a professional, calm and courteous manner with general public and employees Attention to detail Job Type: Full-time Pay: $29.27 - $33.93 per hour Benefits: Dental insurance Employee assistance program Flexible spending account Health insurance Life insurance Paid time off Parental leave Retirement plan Vision insurance Work Location: In person #J-18808-Ljbffr The City of Emporia
