Silver Spring, MD --- Full-Time Position Axiom is looking for a
Data Manager to lead the development and management of an intelligent data system capable of effectively handling hundreds of terabytes of satellite data. This system is an integral part of the Center for Satellite Applications and Research (STAR) efforts to foster cutting edge satellite remote-sensing research and development. The main components of this system comprise the STAR Central Data Repository (SCDR). The primary responsibilities include: building data repository within both STAR's on-premise IT infrastructure and any cloud framework chosen by STAR, implementing satellite data integration and delivery, developing best practices of satellite data management, performing administrative reporting and data visualization, monitoring and controlling data quality, optimizing data flow from different data sources, supporting data requirements of STAR's researchers, as well as evolving the system in the cloud environment.
This position requires the ability to lead design and implementation of STAR's central data system and the development of common tools, Web application and API, and procedures for STAR researchers to effectively utilize hundreds of terabytes of satellite data.
This position is responsible for providing guidance and coordination for these efforts within STAR and representing STAR's interests internally and externally, and must be self-directed and comfortable supporting data needs across the organization.
Works within broadly defined parameters. Considerable independence given to achieve defined goals.
Develops solutions to unusually complex problems which require highly innovative and ingenious solutions.
Responsibilities:
- Manages STAR's central data system, data holdings, and user access tools:
- Serves as manager of STAR's central data system, and develops goals and programs of the system. Automates data management (adding new data sets and removing outdated ones).
- Responsible for collecting data sets from various sources automatically and coordinating with those sources.
- Monitors and controls satellite data quality, including completeness, latency, bad data, and de-duplication.
- Designs and develops easy-to-use command line tools for requesting data directly.
- Provides expertise and recommendations regarding technology integrations, application servers, libraries, and framework.
- Leads the enhancement and evolution of STAR's central data system and user-access tools to include structure and performance optimization of central database, data processes, and access tools:
- Builds user-friendly Web applications for searching data intuitively.
- Creates RESTful Web APIs for requesting data in a variety of programming languages.
- Manages the resolution of system issues and bugs reported by users.
- Manages system stability
- Provides expertise and professional guidance in the future development of STAR's central data system as data manager of STAR.:
- Authors scientific papers and posters germane to the duties of data manager and publishes or presents them at highly regarded conferences and publications. e.g. AMS, IGARSS
- Serves as a member in STAR's Data Management Committee meetings (currently bi-weekly) and functions. Provides expertise and recommendations on which data sets to collect, keep, and remove, system status, issues resolved, and future developments.
- Leads and participates in meetings within and beyond NESDIS and NOAA as required on behalf of STAR.
- Provides expertise to the NESDIS pilot cloud projects of the consolidated data catalog.
- Manages the replacement and upgrading of system hardware and software in conjunction with the IT groups.
- Serves in a leadership role in reporting usage and performance metrics of SCDR by building dashboards and automating refreshes.
- Provides training to personnel regarding the use of the data system (including command line tool, Web portal, and RESTful APIs):
- Creates design documents, help files, user guides, and slides.
- Serves as an advisor to SCDR users, assisting them with SCDR related issues and supporting their data needs.
- Develops outreach and training to users regarding STAR's central data system.
- Presents a consistent record of publications in the form of peer-reviewed journal papers, memorandums, and presentations.
- May serve as Principal Investigator or Co-Principal Investigator.
Skills and Abilities:
- Highly proficient in SQL, relational database technology (specifically PostgreSQL), and NoSQL (like MongoDB).
- Expert knowledge of database management, implementation, configuration, and optimization, particularly with geospatially-enabled databases (like PostgreSQL along with PostGIS).
- Advanced PERL programming skills; familiarity with modem Perl programming practices; and the ability to install and use Perl modules from CPAN.
- Expert skill in planning and managing project goals and objectives.
- Advanced skills with LINUX command line tools, and bash scripts, and advanced ability to install LINUX software from the source.
- Working knowledge of GoLang, OPeNDAP, THREDDS, FTP, XML, XSLT, XPath, C/C++, and other languages (e.g. Python, Rust).
- Expert knowledge of Earth Science metadata conventions.
- Advanced ability to develop data readers for various satellite data formats.
- Expert ability to work with and manipulate large data sets, performing statistical analyses, developing intelligent data search and interrogation algorithms.
- Thorough understanding of the methods and procedures for conducting scientific research.
- Expert knowledge of satellite remote-sensing and data to address environmental issues.
- Extensive development experiences on Web applications and RESTful services.
- Demonstrated skills in modern programming languages, including Java, GO, HTML5, CSS3, JavaScript, AJAX, and NetBeans IDE.
- Working knowledge with cloud vendors and services (AWS, Google Cloud, and Microsoft Azure).
- Experience with Agile software development.
- Excellent oral and written technical skills in order to effectively communicate with STAR management, the IT support group and STAR researchers, and publish technical papers in journals or conference proceedings.
- Excellent communication, project management, and organization skills.
- Demonstrated ability to work in a diverse and inclusive environment.
Education and Experience:
- PhD in remote sensing, engineering, physics or related field and a minimum of ten years experience in working directly with large satellite remote sensing data sets, complex IT systems, and the application of these data; or an equivalent combination of education and experience.
- Demonstrated experience in project management, software design and implementation, technical support, technical paper presentations and publications.
