Title: Curriculum Developer/Instructional Designer

Location: U.S. Naval War College, Navy Leadership & Ethics College (NLEC), Naval Station, Newport, RI

Duration: Ongoing contract

Start date: ASAP

Clearance: Public Trust (will be processed for one)

Work hours: 7:00am - 3:30pm (Monday-Friday)

Degree: Bachelor's (B.A./B.S.) degree or higher in Instructional Technology, Instructional Design or Human Resources Development.

Responsibilities

Create and support the creation of instructional materials for the NLEC.

SUPPORT REVIEWS OF DESIRED OUTCOMES FOR THE NAVAL LEADER DEVELOPMENT STRATEGY (NLDS). Review outcomes of the Naval Leader Development Strategy and review current and future outcomes for all courses at NLEC to include but not limited to the Major Command(MC), Prospective Commanding Officer(PCO), Prospective Executive Officer(PXO), Command Master Chief/Chief of the Boat (CMC/COB) courses, Intermediate Leadership Course (ILC), Division Officer Leadership Course (DIVOLC), and Enlisted Leadership Initiatives.

  1. Conduct analysis of the NLDS to align outcomes with objectives of the NLEC courses.
  2. Review and conduct analysis of current course outcomes and identify areas for improvement or alignment with the NLDS.
  3. Provide recommendations for changes to current and/or new material to support alignment between the NLDS and NLEC curriculum.

ANALYZE COURSE OUTCOMES. Review outcomes of the Naval Leader Development Strategy and analyze curriculum for potential of new and/or improved learning opportunities tied to outcomes of the NLDS of NLEC courses to include but not limited to the Major Command(MC), Prospective Commanding Officer(PCO), Prospective Executive Officer(PXO), Command Master Chief/Chief of the Boat (CMC/COB) courses, Intermediate Leadership Course (ILC), Division Officer Leadership Course (DIVOLC), and Enlisted Leadership Initiatives.

  1. Generate curriculum change plans with identification of new or improved learning opportunities and recommendations for time and effort to complete the additions or changes.

HIGH-LEVEL DESIGN DOCUMENTATION. Provide complete design documentation for approved changes in support of government requirements outlined in guidance or policy as directed.

  1. Provide documentation linking outcomes of the new or redesigned curriculum to the NLDS.
  2. Create learning objectives with conditions and standards.
  3. Create outlines for instructional support required for delivery by staff.
  4. Document instructional strategies to be incorporated into the training material.

DEVELOP TRAINING MATERIALS. Provide developed training material for redesign or new blocks or instruction.

  1. Create instructor guides based on format provide to the contractor from NLEC for delivery as specified by NLEC.
  2. Develop instructional media materials including but not limited to slides, graphics, audio, and/or video to support instruction.

EVALUATE DEVELOPED MATERIALS. Evaluate developed training material for current, redesign or new blocks or instruction for all current and future NLEC courses.

  1. Participate in focus groups and course pilots to verify content meet NLEC standards and is relevant to the course of instruction.
  2. Provide critical review of NLEC staff in the delivery and effectiveness of facilitation on a periodic basis to assist in identifying areas of improvements.
  3. Provide recommendations and methods to enhance facilitation in an adult learning environment to NLEC staff.
  4. Develop and field Level 1 and 2 evaluations to assess the course and provide input for course revisions.

Qualifications

  • Bachelor's (B.A./B.S.) degree or higher in Instructional Technology, Instructional Design or Human Resources Development.
  • Six (6+) years' directly applicable experience.
