Job Description: OTS is seeking a highly skilled and motivated Capture/Program Manager to join our dynamic team. The ideal candidate will be responsible for strategic planning, market analysis, relationship management, opportunity capture, sales, project oversight, and risk management. This role requires a blend of tactical sales skills and strategic business development to drive company growth and ensure successful project execution.
Duties and Responsibilities: Capture Management - Strategic Planning and Market Intelligence:
- Conduct thorough market research to identify potential opportunities and gather intelligence about competitors and industry trends.
- Develop strategies to differentiate the company from competitors and position it favorably in the market.
- Build and manage a pipeline of opportunities to ensure a steady flow of potential projects.
- Define program objectives and develop strategic plans to align with the overall business strategy.
Relationship and Communication Management: - Engage proactively with potential clients to understand their needs and establish strong relationships.
- Attend industry events and meetings to network with key stakeholders and gather intelligence on opportunities.
- Communicate regularly with government or prime leads on project status, providing updates and solutions.
- Collaborate closely with the proposal team to communicate win themes and ensure team alignment.
Opportunity Capture and Sales: - Identify new business opportunities and develop detailed capture plans.
- Lead competitive proposal development aligned with client needs and company strengths.
- Combine tactical sales skills with strategic business development to close deals, aiming to increase company revenue.
Program Management - Project and Resource Management:
- Establish a rhythm with the customer to address any points of concern and develop subsequent action plans.
- Supervise all company projects to ensure effective and efficient execution within scope, budget, and time constraints.
- Develop and maintain detailed project timelines and manage project budgets.
- Allocate resources efficiently across projects for optimal performance.
- Ensure all contract deliverables are met according to agreed timelines and specifications, and track performance.
- Review contract modifications to understand and account for any changes.
- Manage subcontractors to ensure their efforts are accounted for in terms of work share, invoicing, and reporting.
- Ensure timely submission of timecards in accordance with the company handbook.
- Post and monitor new job requisitions for timely sourcing of candidates.
- Conduct resume evaluations and extend job offers.
- Plan and implement merit increases.
Risk Issue and Performance Management: - Identify potential project risks and develop mitigation strategies, addressing issues promptly.
- Monitor capture activities, track progress, and provide regular updates to senior management.
- Document and analyze lessons learned to improve processes and outcomes.
Leadership and Team Development: - Guide and mentor team members, fostering a collaborative environment.
- Ensure employees complete their duties effectively, collaborating with HR for performance assessments.
- Manage budget for awards and recognize team achievements.
- Identify training opportunities to enhance team skills and performance.
Qualifications: - Bachelor's degree in business administration, project management, or a related field.
- 5+ years of experience in program management or a related managerial role.
- Strong leadership, communication, and stakeholder management skills.
- Excellent organizational, time management, and problem-solving abilities.
- Experience managing large budgets, resources, and cross-functional teams.
- Knowledge of risk management, change management, and performance evaluation principles.
- Experience with relevant industry software and technologies.
